I am just trying to figure out if I can have the API active on both my active site and on the staging site. I am using Kinsta, and it seems to automatically deactivate the pro version of the toolkit. It seems like I can only have it on one or the other. Is that normal?

Yes, the API key is for one site only. The API key is important for updating, but you can still use the plugin on the staging site although it is not activated.
